Selangor property
Selangor wraps around Kuala Lumpur and holds most of the Klang Valley’s homes, from Petaling Jaya and Subang Jaya to Shah Alam, Cyberjaya and Puchong. The six completed projects below run from freehold apartments asking about RM250,000 in USJ to golf-resort condominiums above RM2 million in Tropicana. Foreign buyers face one of Malaysia’s highest minimums: RM2 million for a strata home in the Klang Valley districts.

Foreign buyers
The rules for foreigners buying in Selangor
Selangor has its own rules, set by the state. Confirm the current position with a lawyer in Selangor before you pay a booking fee.
| Rule | What it means |
|---|---|
| Minimum price, Zones 1 and 2: RM2 million | Foreign individuals and companies may buy a strata or landed-strata home in Zone 1 (Petaling, Gombak, Hulu Langat, Sepang and Klang districts) or Zone 2 (Kuala Selangor and Kuala Langat) only at RM2 million or more. Petaling Jaya, Subang Jaya, Shah Alam, Puchong and Cyberjaya are all in Zone 1. |
| Minimum price, Zone 3: RM1 million | In Hulu Selangor and Sabak Bernam districts the minimum for strata and landed-strata homes is RM1 million. |
| Strata and landed strata only | Homes on an individual title (most terraces, semi-detached houses and bungalows) are closed to foreign buyers. Gated homes with a landed-strata title are open at the zone minimum. |
| Commercial and industrial: RM3 million | Shops, offices and factories need RM3 million or more in every zone. Agricultural land is not open to foreign buyers. |
| Units a foreigner cannot buy | Bumiputera-quota units, low-cost and low-medium-cost homes, and Malay reservation land. The 2014 state circular, as reported, also caps foreign purchases at 10% of a project’s non-Bumiputera units. |
| State consent from PTG Selangor | Every purchase needs State Authority consent under section 433B of the National Land Code. Your lawyer files the application (Borang 433B) with the Selangor Land and Mines Office (PTG Selangor) in Shah Alam, and the Director of Lands and Mines decides. The application fee is RM200 per title, or RM1,000 for an appeal. |
| No percentage levy published | Unlike Penang (3%), we found no Selangor levy set as a percentage of the price in the Malaysian Bar’s state table (as at October 2024) or in law-firm guides. PTG Selangor’s list of circulars does include a 1996 circular setting an RM100,000 payment as a condition of approval; ask your lawyer whether it is charged on a home purchase today. |
| 8% stamp duty on homes from 1 January 2026 | Federal rule: transfers of residential property to non-citizens and foreign companies (not permanent residents) pay a flat 8% stamp duty, up from 4%. |
| Land law: National Land Code | Selangor is a Peninsular state, so the National Land Code 1965 applies, and Malay reservation land is protected under state law. |
| The 2020 cut to RM1.5 million has ended | PTG Selangor Circular 2/2020 cut the strata minimum to RM1.5 million in all zones, for SPAs dated 1 January to 31 December 2020 only. Some guides still quote RM1.5 million; the Malaysian Bar’s table as at October 2024 gives RM2 million. |
Compare
Selangor or Johor Bahru?
| Selangor | Johor Bahru | |
|---|---|---|
| Foreign minimum, strata | RM2 million in Zones 1 and 2 (the Klang Valley districts); RM1 million in Zone 3 | RM1 million |
| Foreign buyers and landed homes | Landed strata only; individual-title houses not allowed | RM1 million |
| State charge for foreign buyers | RM200 application fee per title; no percentage levy published | State consent fee, quoted by your lawyer |
| Stamp duty on transfer (foreign buyer) | Flat 8% from 1 January 2026 | Flat 8% from 1 January 2026 |

Buying, selling or renting
The steps and costs
Stamp duty, legal fees and RPGT are federal and work the same in Selangor as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.
Straight answers
Selangor property: frequently asked questions
Can foreigners buy property in Selangor?
Yes, with State Authority consent through PTG Selangor. In the Klang Valley districts (Zones 1 and 2) the minimum is RM2 million for a strata or landed-strata home; in Hulu Selangor and Sabak Bernam it is RM1 million. Individual-title landed houses, Bumiputera-quota units and low-cost homes are not open to foreigners, and stamp duty on the transfer of a home is 8% from 2026.
Can a foreigner buy a terrace house in Selangor?
Generally no. Selangor allows foreign buyers only strata and landed-strata titles, so a terrace house on its own individual title is closed to them. A gated home with a landed-strata title can qualify at RM2 million or more in the Klang Valley districts.
