Perak property

Perak’s property market centres on Ipoh, where completed condominiums sell for far less per square foot than in Kuala Lumpur or Penang; EdgeProp records medians of about RM430–470 psf at the two Ipoh projects below with recent transactions. The six completed projects run from family flats under RM300,000 in Meru to low-density homes listed near RM1.8 million. Perak has some of the strictest rules in Malaysia for foreign buyers, including a bar on freehold property.

Foreign buyers

The rules for foreigners buying in Perak

Perak has its own rules, set by the state. Confirm the current position with a lawyer in Perak before you pay a booking fee.

RuleWhat it means
Freehold is barred for foreignersSince September 2023 non-citizens and foreign companies cannot acquire, own, hold or inherit freehold property in Perak, so only leasehold is open to them (Malaysian Bar Circular No 444/2024).
Minimum price set by zonePerak splits the state into three zones; Zone 1 is Ipoh. In the December 2024 position, Ipoh homes bought direct from a developer needed RM500,000–2 million for strata and RM700,000–2 million for landed; Zone 2 towns RM350,000–900,000 strata and RM500,000–1.5 million landed; Zone 3 RM350,000–750,000 strata and RM300,000–1 million landed. Where in each range a purchase falls depends on the title and tenure.
Subsale: check the 2026 changeThe December 2024 position did not permit foreigners to buy residential subsale property in Perak. Guides published in 2026 report PTG Perak Circular No. 01/2026, in force from 4 March 2026, which allows subsale purchases with full title from about RM800,000 (Zone 3 strata) to RM2.5 million (Ipoh landed). We could not read the circular itself.
Levy on approvalPerak charges a levy when consent is granted; Malay Mail reported RM50,700 collected on four MM2H purchases by November 2023. Guides citing the 2026 circular give 1.5% or RM15,000 on a first home and 2% or RM20,000 on a second.
Unit limitThe same 2026 guides report a limit of two residential units, for individuals only. Not yet checked against the circular.
State consent from PTG PerakEvery purchase by a foreigner needs State Authority consent, applied for through your lawyer at the Perak Land and Mines Office (Pejabat Tanah dan Galian Perak).
Off-limits propertyMalay Reserved Land, Bumiputera-quota units and low-cost or affordable homes are not open to foreign buyers. Industrial and commercial property have their own minimums.
8% stamp duty on homes from 1 January 2026Federal rule: transfers of residential property to non-citizens and foreign companies (not permanent residents) pay a flat 8% stamp duty, on the price or the market value, whichever is higher, up from 4%.
Land law: National Land CodePerak is a Peninsular state, so the National Land Code 1965 applies, together with the state’s Malay reservation law.
Portals simplify this to RM1 millionPropertyGuru, iProperty and other guides list a flat RM1 million minimum for Perak, and some give RM350,000 for MM2H participants. The zone rules above are more detailed; ask your lawyer which applies on the day you sign.

Buying, selling or renting

The steps and costs

Stamp duty, legal fees and RPGT are federal and work the same in Perak as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.

Straight answers

Perak property: frequently asked questions

Can foreigners buy property in Perak?

Yes, but with tight limits. Foreigners cannot own freehold property in Perak, minimum prices are set by zone (Ipoh is Zone 1), and in the December 2024 position subsale purchases were not permitted. A PTG Perak circular from March 2026 is reported to allow subsale purchases at higher minimums. State consent, a state levy and 8% stamp duty apply.

How much do Ipoh condominiums cost?

At the six projects on this page, asking prices run from under RM300,000 in Meru to about RM1.8 million for the largest low-rise units. EdgeProp records medians of about RM432 psf at D’Festivo Residences and RM467 psf at The Haven (October 2026).
