The Johor–Singapore SEZ, Explained for Property Buyers

Policy explained · Updated September 2026

Also in: Bahasa Indonesia

“It’s in the SEZ” has become one of the most common lines in JB property marketing. The zone is real and important, but it is mainly about business investment and jobs. Here is what it is, and what it does and does not change for a property buyer.

For the full detail, including the nine flagship zones, the incentives, investment so far and a realistic timeline, read my article JS-SEZ 2026: zones, incentives and timeline. Buying from Singapore? Start with my guide for Singaporean buyers.

What the JS-SEZ is

Malaysia and Singapore exchanged the agreement for the Johor–Singapore Special Economic Zone on 7 January 2025. It covers the Iskandar Malaysia region and Pengerang in Johor. The goal is to attract high-value investment and make it easier for people and goods to move between the two sides. The two governments have set targets of 50 projects in the first five years, 100 within ten years, and 20,000 skilled jobs.

The main incentives

WhoIncentive
Qualifying companies in target sectorsCorporate tax rate of 5% for up to 15 years
Eligible knowledge workers employed in the zoneFlat 15% income tax rate for up to 10 years
Businesses in flagship areasAdditional tailor-made incentives
People crossing the borderPlans for faster, more automated clearance

What it does NOT change for property buyers

  • The foreigner rules still apply: Johor’s minimum price, the foreign quota, state consent and the 8% stamp duty.
  • Owning property in the zone does not give you tax incentives. Those depend on your company or your job, not your address.
  • It does not give you the right to live here. That still needs a visa, such as MM2H, which has an SEZ category with its own rules. See MM2H in 2026.

Where it can matter

If the zone brings the companies and skilled jobs it targets, that means more people who need homes to rent and buy, especially near new business hubs and the RTS Link. That is long-term demand, not a guarantee, and it will not lift every project equally. When a developer’s pitch leans heavily on “SEZ”, ask which businesses are actually moving in nearby, and how much new housing is being built around them.
