Terengganu property
Kuala Terengganu is the state capital and holds most of Terengganu’s condominiums, with prices far below Kuala Lumpur and Johor Bahru. A foreign buyer needs a home worth at least RM1 million, state EXCO approval and a levy, and very few homes in the state reach that price. These three completed projects cover the city centre, the seafront at Ladang Tanjung and the golf resort at Kuala Nerus.

The rules for foreigners buying in Terengganu
Terengganu has its own rules, set by the state. Confirm the current position with a lawyer in Terengganu before you pay a booking fee.
| Rule | What it means |
|---|---|
| National Land Code applies | Terengganu is a peninsular state, so land is held under the National Land Code and any foreign purchase needs State Authority consent first. Source: Malaysian Bar Circular No 444/2024; Low & Partners (updated Aug 2026). |
| Minimum price: RM1,000,000 for a home | The Bar Council’s table of state rules (as at October 2024) lists RM1,000,000 for residential property in Terengganu, and 2026 guides agree. Source: Malaysian Bar Circular No 444/2024; Low & Partners; PropCashFlow (updated Aug 2026); PropertySifu (updated Aug 2026). |
| State EXCO approval and a levy | The same table says every acquisition by a foreigner is subject to state EXCO approval and that a levy is payable. The levy rate was not published there. Source: Malaysian Bar Circular No 444/2024. |
| 5% registration fee on transfers to or from a foreigner | PropertySifu reports that the Terengganu Land Rules (Amendment) 2024, in force from 1 January 2025, charge 5% of the price or valuation (whichever is higher) to register the transfer, and 5% of the loan to register the charge, and that the 5% applies again on sale. We did not read the gazetted rules. Source: PropertySifu (updated Aug 2026). |
| Other property types | The Bar Council table marks one non-residential category as not permitted for foreigners; PropertySifu reads Terengganu as barring agricultural land. Confirm the position for commercial or agricultural land with a lawyer. Source: Malaysian Bar Circular No 444/2024; PropertySifu. |
| Malay Reserve land and Malay holdings | Formal Malay Reserve land is small in Terengganu (0.0073% of the state in 2005, IIUM Law Journal; under 1%, Bernama 2018), but about 60% of state land is classed as Malay holdings protected under Article 90 of the Federal Constitution (Bernama 2018). Some golf-resort titles in Kuala Nerus are listed as Malay Reserve. Foreigners cannot buy Malay Reserve land. Source: IIUM Law Journal (2007); Malaysiakini/Bernama (29 Oct 2018); Bar Circular No 444/2024. |
| Excluded units | Under the Ministry of Economy guideline, foreigners cannot buy low-cost or low-medium-cost units or units allocated to Bumiputera buyers. Source: Malaysian Bar Circular No 444/2024; Low & Partners. |
| 8% stamp duty on home transfers from 1 January 2026 | The federal stamp duty on a transfer of residential property to a non-citizen (other than a permanent resident) or foreign company rose from 4% to a flat 8%. Stamp duty is federal, so it applies in Terengganu. Source: KPMG Budget 2026 summary. |

Buying, selling or renting
The steps and costs
Stamp duty, legal fees and RPGT are federal and work the same in Terengganu as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.
