Putrajaya property
Putrajaya is the federal government’s administrative capital, and much of its housing was built for civil servants under schemes that limit who can buy and when owners can sell. The six projects below are resale homes in Presints 8, 11, 15 and 18, from low-cost flats near RM250,000 to lakeside terraces near RM1 million. As a Federal Territory, Putrajaya sets a RM1 million minimum for foreign buyers, which almost no high-rise home here reaches.

Foreign buyers
The rules for foreigners buying in Putrajaya
Putrajaya has its own rules, set by the state. Confirm the current position with a lawyer in Putrajaya before you pay a booking fee.
| Rule | What it means |
|---|---|
| Minimum price: RM1 million | The Malaysian Bar’s state table (as at October 2024) gives RM1 million for residential property in the Federal Territories of Kuala Lumpur, Putrajaya and Labuan. |
| Commercial, industrial and agricultural: RM1 million, companies only | The same table restricts these purchases to foreign companies incorporated in Malaysia, at RM1 million or more. |
| State Authority consent | Every foreign purchase needs State Authority consent under section 433B of the National Land Code 1965. Federal Territory land matters are handled by the Federal Territories Land and Mines Office (PTG Wilayah Persekutuan), which publishes separate Putrajaya guidelines. Guides put approval at about two to six months. |
| No percentage levy published | The Bar’s table shows no state levy for the Federal Territories, unlike Penang or Melaka. Ask your lawyer for the current consent fee. |
| Units a foreigner cannot buy | Low-cost and low-medium-cost homes, Bumiputera lots and Malay reservation land are excluded, as in other states. |
| Civil Servant Reserved Units (CSRU) | Private developers in Putrajaya set aside units for public servants at a reduced price (UJKTWP). A blog summary of the scheme gives a 30% allocation and a 10-year resale moratorium, with resale inside that period limited to other civil servants or with the discount repaid. Check whether a unit was sold under CSRU. |
| PPAM and PPA1M homes | Perumahan Penjawat Awam homes are for Malaysian civil servants only; a guide says they cannot be sold for ten years except to next of kin, and cannot be rented out. Putrajaya applications go through the Putrajaya PPAM portal. |
| Residensi MADANI | The Federal Territories Department’s affordable homes (up to RM200,000) are for Malaysian first-time buyers with household income up to RM8,000, with a 10-year moratorium on resale. Three projects are in Putrajaya. |
| 8% stamp duty on homes from 1 January 2026 | Federal rule: transfers of residential property to non-citizens and foreign companies (not permanent residents) pay a flat 8% stamp duty, up from 4%. |
| Land law: National Land Code | Putrajaya follows the National Land Code 1965. Some portals list IOI Resort City projects under Putrajaya; confirm which land office holds the title, because Selangor’s foreign-buyer rules differ. |
| The 2020 cut to RM600,000 has ended | Budget 2020 cut the Federal Territory threshold to RM600,000 for a limited period (ARSA, July 2020). The Bar’s October 2024 table gives RM1 million. |

Buying, selling or renting
The steps and costs
Stamp duty, legal fees and RPGT are federal and work the same in Putrajaya as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.
Straight answers
Putrajaya property: frequently asked questions
Can foreigners buy property in Putrajaya?
Yes, with State Authority consent, but only at RM1 million or more for a residential property, and not low-cost homes, Bumiputera lots or civil-servant scheme units. Most condominiums in Putrajaya are asked well below RM1 million, so in practice foreign buyers are limited to some landed homes. Stamp duty on homes is 8% from 2026.
Can a non-civil servant buy in Putrajaya?
Yes, on the open market. Avoid units still under a CSRU, PPAM or Residensi MADANI moratorium unless the seller has written approval to sell; ask the lawyer to check the title before you pay a deposit.
