Perlis property
Perlis is Malaysia’s smallest state, and most homes for sale are landed houses in and around Kangar and Arau, many of them on Malay reserve land. Completed new-build schemes are few and prices are low: the three projects below run from about RM154,000 for a PR1MA terrace to about RM579,000 for a new bungalow. Foreign buyers face a state ownership fee and few homes that qualify.

The rules for foreigners buying in Perlis
Perlis has its own rules, set by the state. Confirm the current position with a lawyer in Perlis before you pay a booking fee.
| Rule | What it means |
|---|---|
| Minimum price: RM500,000 (sources differ) | iProperty (Feb 2026), PropertyGuru (May 2026) and HousingWatch (2026) give RM500,000 for both strata and landed homes. Low & Partners’ table gives RM1 million. We found no official Perlis guideline online, so confirm with a Perlis lawyer. |
| State Authority consent | Every purchase by a non-citizen or foreign company needs State Authority consent, applied for through your lawyer at the Perlis Land and Mines Office (PTG Perlis). |
| Application fee: RM500 per title | Perlis Land Rules 2024, Schedule item 80, in force from 1 January 2025. |
| Ownership fee: 5% of the JPPH valuation | For residential, commercial and agricultural land, per title (item 81). It is worked out on the government valuation, not your price. Industrial land pays a flat RM5,000 (individual) or RM20,000 (company). |
| 8% stamp duty on homes from 1 January 2026 | Federal rule: transfers of residential property to non-citizens and foreign companies (not permanent residents) pay a flat 8% stamp duty, up from 4%. |
| Land law: National Land Code | Perlis is a Peninsular state, so the National Land Code 1965 applies; the Perlis Land Rules 2024 are made under it. |
| Malay reserve land is closed | The Malay Reservation Enactment Perlis 1935 applies, and Perlis has about 33,540 hectares of Malay reserve land. Reserve titles can only be held by Malays, and many new landed schemes in Kangar are on reserve land. |
| Affordable schemes are closed | PR1MA homes, such as Residensi Bandar Putra Height, are sold only to Malaysian citizens. |

The steps and costs
Stamp duty, legal fees and RPGT are federal and work the same in Perlis as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.
