Negeri Sembilan property

Negeri Sembilan sits between the Klang Valley and Melaka: Seremban and its newer townships such as Seremban 2, Bandar Ainsdale and Bandar Sri Sendayan, the university and KLIA-side town of Nilai, and the beach resort of Port Dickson. It has a lower foreign-buyer minimum for strata homes than most states, but customary (adat) land and Malay reserve land are closed to foreigners.

Foreign buyers

The rules for foreigners buying in Negeri Sembilan

Negeri Sembilan has its own rules, set by the state. Confirm the current position with a lawyer in Negeri Sembilan before you pay a booking fee.

RuleWhat it means
Minimum price, strata homes: RM600,000Foreigners may buy a condominium or other strata home at RM600,000 or more (Bar Council table, as at October 2024). Some 2026 guides quote RM650,000 or RM1 million, so confirm with your lawyer.
Minimum price, landed homes: RM1 millionLanded homes and landed strata need a price of RM1,000,000 or more, freehold or leasehold.
Commercial and industrial: RM2 millionCommercial and industrial property needs RM2,000,000 or more; industrial buyers also need a manufacturing licence from MITI.
Agricultural land: joint ventures onlyAgricultural land is open only through high-impact joint-venture schemes that do not transfer ownership to the foreigner.
State consent on every titleState Authority approval is needed even where the title carries no restriction in interest. Transfers for love and affection between immediate family, and small-estate or court orders, are exempt.
Customary (adat) land and Malay reserve landTanah adat (customary land under the state’s adat perpatih tradition) and Malay reserve land cannot be bought by foreigners.
No EPU approval for homes at RM1 million or moreResidential purchases at RM1 million and above need only state consent, not Economic Planning Unit approval.
Land law: National Land CodeNegeri Sembilan is a Peninsular state, so the National Land Code 1965 applies; foreign acquisitions are governed by its Part 33A.
8% stamp duty on homes from 1 January 2026Federal rule: transfers of residential property to non-citizens and foreign companies (not permanent residents) pay a flat 8% stamp duty, up from 4%.

Buying, selling or renting

The steps and costs

Stamp duty, legal fees and RPGT are federal and work the same in Negeri Sembilan as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.

Straight answers

Negeri Sembilan property: frequently asked questions

Can foreigners buy property in Negeri Sembilan?

Yes, with state consent. The Bar Council’s table (October 2024) gives RM600,000 for strata homes and RM1 million for landed homes. Customary (adat) land and Malay reserve land are closed to foreigners, and an 8% stamp duty on homes applies from 2026.

What is adat land?

Customary land held under Negeri Sembilan’s adat perpatih tradition. It is closed to foreign buyers, so your lawyer should check the title category before you pay a booking fee.
