Buying a subsale property in Negeri Sembilan

A subsale (resale) home is bought from its current owner: you see the actual unit, the view and the neighbours, and you can move in or rent it out within months. This guide sets out the steps, the real costs and the checks, with recorded and asking prices for the 5 Negeri Sembilan projects on this site.

The process

Steps to buy a subsale property

  1. Set your budget. Get a bank pre-assessment. Banks usually lend up to 90% for your first two properties and up to 70% from the third.
  2. Compare prices. Set asking prices against recorded transactions in the same building (NAPIC open data, EdgeProp, or ask Jason).
  3. View and check. Defects, water pressure, parking and the management office’s statement of arrears.
  4. Offer and earnest deposit. An offer to purchase with an earnest deposit, usually 2% to 3%, subject to contract.
  5. SPA and the 10% deposit. Your lawyer searches the title and the seller, then you sign the SPA and pay the balance of the 10%.
  6. Loan and consents. The bank values the unit. State consent is needed for foreign buyers and for some leasehold or restricted titles in Negeri Sembilan.
  7. Completion and keys. Usually 3 months from the SPA or consent, with a 1-month extension at interest; then the title is transferred and the keys handed over.

Negeri Sembilan rules

What applies to foreign buyers and sellers in Negeri Sembilan

State rules as summarised on the Negeri Sembilan property page; confirm the current position with your lawyer before you sign.

Minimum price, strata homes: RM600,000

Foreigners may buy a condominium or other strata home at RM600,000 or more (Bar Council table, as at October 2024). Some 2026 guides quote RM650,000 or RM1 million, so confirm with your lawyer.

Minimum price, landed homes: RM1 million

Landed homes and landed strata need a price of RM1,000,000 or more, freehold or leasehold.

Commercial and industrial: RM2 million

Commercial and industrial property needs RM2,000,000 or more; industrial buyers also need a manufacturing licence from MITI.

Agricultural land: joint ventures only

Agricultural land is open only through high-impact joint-venture schemes that do not transfer ownership to the foreigner.

State consent on every title

State Authority approval is needed even where the title carries no restriction in interest. Transfers for love and affection between immediate family, and small-estate or court orders, are exempt.

Customary (adat) land and Malay reserve land

Tanah adat (customary land under the state’s adat perpatih tradition) and Malay reserve land cannot be bought by foreigners.
