Kedah property

Kedah’s property market has three parts: Alor Setar, the state capital, with a small number of city condominiums; Sungai Petani, a larger town where most homes are landed; and Langkawi, the duty-free resort island where holiday homes and foreign interest concentrate. The six completed projects below run from about RM360,000 in Kuah to resort units listed above RM1.3 million in Pantai Tengah. Foreign buyers face a RM1 million minimum on Langkawi, and sources differ on the figure for the mainland.

Foreign buyers

The rules for foreigners buying in Kedah

Kedah has its own rules, set by the state. Confirm the current position with a lawyer in Kedah before you pay a booking fee.

RuleWhat it means
Minimum price: RM1 million (Bar circular)The Malaysian Bar’s December 2024 circular lists Kedah’s minimum for foreign buyers of residential, commercial and industrial property as RM1 million.
Mainland figure: sources differPropertyGuru, iProperty, ASCO and Low & Partners guides (2023–2026) list RM600,000 for mainland Kedah and RM1 million for Langkawi. A copy of the state guideline in circulation gives RM1 million per unit. Confirm the figure that applies on the day with your lawyer.
Langkawi: RM1 millionEvery current guide checked, and the Bar circular, give RM1 million for Langkawi. Older material quoting RM500,000 is out of date. Langkawi has no separate foreign-buyer authority: the same Kedah state consent applies.
Off-limits homesSingle-storey terrace houses, low-cost homes, Bumiputera-quota units, auction properties and property on Malay Reserved Land are not open to foreign buyers. Agricultural land is not permitted except where the state allows.
Off-limits commercial propertySingle or double-storey shops, low-cost shops, stalls and service workshops are also closed to foreign buyers.
State consent and levyEvery purchase needs Kedah State Authority consent, applied for through your lawyer at the Kedah Land and Mines Office (Pejabat Tanah dan Galian), and a levy is charged on approval. The levy rate is not published in the sources checked.
MM2HGuides differ: ASCO lists no separate MM2H minimum for Kedah, while PropertyGuru lists RM1 million. Ask your lawyer.
8% stamp duty on homes from 1 January 2026Federal rule: transfers of residential property to non-citizens and foreign companies (not permanent residents) pay a flat 8% stamp duty, on the price or the market value, whichever is higher, up from 4%.
Land law: National Land CodeKedah, including Langkawi, is a Peninsular state, so the National Land Code 1965 applies, together with the state’s Malay reservation law.

Buying, selling or renting

The steps and costs

Stamp duty, legal fees and RPGT are federal and work the same in Kedah as elsewhere in Malaysia. Read buying a subsale property, selling your property and renting out a property, and use the buying costs calculator for your own numbers. Foreign-buyer rules are the part that differs by state, so they are set out above.

Straight answers

Kedah property: frequently asked questions

Can foreigners buy property in Kedah?

Yes, with state consent. The Malaysian Bar’s December 2024 circular gives a RM1 million minimum for residential property across Kedah, while several property portals still quote RM600,000 for the mainland. Langkawi is RM1 million in every current source. A state levy is charged on approval, and stamp duty on homes is a flat 8% from 2026.

Is Langkawi different from the rest of Kedah?

Langkawi follows Kedah’s rules and consent process. The difference most guides show is the price line: RM1 million on Langkawi against RM600,000 on the mainland, though the Bar circular gives RM1 million for both. Malay Reserved Land is off limits on the island as elsewhere in Kedah.
