Freehold at a mid-market price
Both permits show freehold land, with prices from about RM410,000 for the smallest layout to just under RM800,000 for a 3-bedroom unit.
Riverside site in an established area
The site sits on the Tebrau River in Permas Jaya, where AEON Permas Jaya, schools and Permas Waterfront Park are already in place, according to EdgeProp.
Road links east and to the city
EdgeProp puts JB city centre about 15 minutes away and the CIQ about 20 minutes, using the Pasir Gudang Highway and the Eastern Dispersal Link.
What to weigh: completion, eligibility and supply
Construction progress could not be checked and the completion dates in different records do not match, so confirm the SPA date and progress before you book. No unit reaches RM1 million, so foreigners cannot buy here. Permas Jaya already has many completed high-rise projects, so compare rents and resale prices before you commit.

The developer’s permit page gives September 2027 for Phase 1 and May 2028 for Phase 2. EdgeProp records 24 October 2028, so records differ. Construction progress could not be checked, so confirm the date in your SPA, which is the one that counts for late delivery claims.
Can foreigners buy at Parkland By The River?
In Johor a foreign buyer generally needs to pay at least RM1 million for a residential property, with state consent. Since 1 July 2025 Johor charges foreign buyers a consent levy of 3% of the price or RM30,000, whichever is higher, and stamp duty on transfers to foreigners is a flat 8% from 1 January 2026. Bumiputera lots, low-cost and affordable units, Malay Reserve land and single or one-and-a-half-storey terraces are closed to foreigners.
