For Singaporean buyers · Updated September 2026
Most of my clients from Singapore are sensible, well-researched buyers. What trips them up is usually not the property. It is a rule on one side of the Causeway that they assumed worked like the other side. Here is the checklist I go through with every Singaporean client, with links to the details.

1. Can you buy it at all?
In Malaysia, a Singaporean is a foreign buyer. In Johor that usually means:
- A minimum price, usually RM1 million (new units from the developer in the Medini zone have been an exception)
- A foreign quota per project, so some units are simply not available to you
- State consent before the title can be transferred into your name
- No Malay reserve land, Bumiputera lots or low-cost housing

2. What will it cost upfront?
| Cost | For a Singaporean buyer in Johor |
|---|---|
| Stamp duty on the transfer | Flat 8% of the price (residential, from 1 January 2026) |
| Johor consent levy | 3% of the price, minimum RM30,000 (from 1 July 2025) |
| Legal fees | Scale fees for the purchase and the loan, plus 8% SST |
| Down payment | Usually 30–40%, because foreign loans are often capped at 60–70% |
On a RM1 million unit, stamp duty and the levy alone come to about RM110,000 before any down payment. Read: Legal fees: three, not one · 6 hidden costs · Quit rent and assessment tax
3. The Singapore-side rules
- CPF: cannot be used for overseas property, including the down payment, instalments or fees. Read more
- HDB owners: cannot buy private property, local or overseas, during the minimum occupation period. Read more
- ABSD: only residential property in Singapore counts, so a JB unit does not raise your ABSD on a later Singapore purchase. It does matter for HDB eligibility, though.
- CPF nominations do not cover your JB property. Read the case
4. Financing
Some Malaysian banks lend to Singaporeans, usually at 60–70% of the price, with income from Singapore discounted for exchange-rate risk. Sort this out before you choose a unit, not after. Read: What is different for foreigners · Home loan guide for foreign buyers
5. Location
Being near the Causeway or the RTS Link matters if someone will commute daily. For families, retirees or long-term investors, other areas can offer better value. Read: Property near the RTS Link · Should you only buy near the checkpoint? · The Johor–Singapore SEZ
6. Renting it out
As a non-resident you pay a flat 30% on net rental income in Malaysia, and nobody withholds it for you. Read: Rental tax for non-resident landlords
7. Living or retiring in JB
Owning property does not give you the right to live in Malaysia; that needs a visa such as MM2H. And MediShield Life does not cover treatment in Malaysian hospitals. Read: MM2H in 2026 · Retiring to JB and MediShield Life
8. Passing it on
There is no estate duty in either country, but your JB property needs its own process in Malaysia, and joint names do not pass automatically to your spouse. Read: The truth about “double death tax” · Joint names in Malaysia · Why your Malaysian property needs a will
