What to weigh: a long build, no foreign buyers and supply
Keys are not due until October 2029, so you carry construction risk for three years. Every unit is priced below RM1 million, so foreigners cannot buy. The earlier Santai phases add 460 or more similar units nearby, due from 2027, which will compete for tenants and resale buyers.

EcoWorld gives October 2029, and EdgeProp records 1 October 2029. Check the date in your sale and purchase agreement, which is the one that counts for late-delivery claims.
Can a foreigner buy at Santai 3?
In Johor a foreign buyer generally needs to pay at least RM1 million per residential property, with state consent from the Johor Land and Mines Office. Since 1 July 2025 Johor charges foreign buyers a consent levy of 3% of the price or RM30,000, whichever is higher, and stamp duty on transfers to foreigners is a flat 8% from 1 January 2026. Bumiputera lots, low-cost and affordable units, Malay Reserve land and single or one-and-a-half-storey terraces are closed to foreigners. Every unit on the Santai 3 permit is priced between RM555,500 and RM594,000, so no unit reaches the RM1 million line and foreigners cannot buy here.
How is Santai 3 different from the earlier Santai phases?
EcoWorld lists the earlier Santai d’Eco Spring phases as sold out; PropertyGuru gives January 2027 for the first and EdgeProp March 2028 for Phase 2. Santai 3 is a separate permit of 627 units of 872 sq ft, due October 2029.
