The key rules in 2026
| Topic | What applies in Johor |
|---|---|
| Minimum price | Generally RM1 million per home (strata). Landed homes face a higher floor in many areas; some zones and developer projects have their own rules. |
| State consent levy | 3% of the price, at least RM30,000, since 1 July 2025 (a RM50,000 minimum is reported for serviced apartments below RM1 million). |
| Stamp duty | A flat 8% on the transfer for non-citizens from 1 January 2026 (Malaysian PRs excluded), plus 0.5% on any loan. |
| Home loan | Usually up to about 70% of the price from Malaysian banks. |
| Selling later | RPGT of 30% within five years and 10% from the sixth year; the buyer holds back 7% of the price. |

Frequently asked questions
Can a foreigner buy property in Johor?
Yes. Foreign individuals and companies can buy with State Authority consent, generally at RM1 million or more per home, and not Bumiputera, low-cost or affordable units.
How much cash does a foreigner need?
For a RM1 million condo with a 70% loan, about RM435,000 before the keys: the 30% down payment, 8% stamp duty, the 3% consent levy and legal fees.
Does buying property give me residency?
No. Buying a home in Malaysia does not give you residency or a visa. MM2H is a separate application with its own rules.
